Nommer, mesurer, intégrer les marges sociales en droit français

Abstract : The reference to the concept of margin is not usual in French law. The situations to which this concept refers can only be conventionally reconciled with more common concepts so as isolated, vulnerable, disabled people, vagrant … But this mapping does not overcome all difficulties. In France, for several reasons, certain marginal situations remain excluded from any capture by law. When the public decisions are taken, they respond with a heterogeneity of public policies: repressive norms have been replaced by protective ones and followed by measures in order to promote the expression of the diversity of marginalized groups in public institutions.
