L’intégration comme injonction. Enjeux idéologiques et politiques liés à l’immigration

Abstract : This study aims at showing the political, ideological and legal elements at stake in the integration of migrant workers in France since the mid-1970s. Indeed at this time the immigration of workers, first thought to be a temporary phenomenon, became perceived as long lasting. The integration of migrant workers became an official concern before becoming the object of public debate. The history of this integration can be analyzed as the consequence of the intertwinement of three distinct aspects. First of all, integration is the object of discourses. The latter are however not supported by concrete achievements. They seem - to a certain extent - to be a mere substitute for weak public policies, although integration is among the official objectives of immigration policies along with the “control of migration flows”. Moreover, integration is blocked by regulations on residence permits and removal: the blurring of the distinct concepts of the right to stay and integration in the two most recent “Sarkozy laws” of 2003 and 2006 is revealing of this often forgotten or denied reality.
