La France sous état d’urgence (14 novembre 2015-1er novembre 2017)

Abstract : As a response to the violent attacks endured since 2015, France implemented a derogatory legal regime (« l’état d’urgence ») by putting in vigor a legislative framework that dates back to the Algerian war of independence from 14 November 2015 to 1st November 2017. The present contribution seeks to take stock of these two years. It first underlies the rigors and vigor of the restrictions on human rights and civil liberties that have ensued. It then tries to assess the mid to longterm effects of two years of state of emergency, especially after the « Sécurité intérieure et lutte contre le terrorisme » bill of 30 October 2017 has made several of its main features permanent.
